Topping a tree is not pruning. It is damage.
Cutting a canopy back to stubs strips away the leaves a tree needs to feed itself and leaves large wounds open to decay. The tree responds with weak, fast-growing shoots that are poorly attached and far more likely to fail in a storm.
There is almost always a better answer. Proper crown reduction and thinning lower a tree's height and weight while keeping its structure and health intact.
